Yanmar 1510D Seat Post

I'm fitting a new seat on my wife's 1510D. The seat post had 2 6.0 x 1.00 hex bolts on a raised section of the base with fiber washers under the heads as if they attached something that needed to be insulated. Anybody got a clue what the something might have been?
